Final Rule 5/01/10 Amendment 16 was developed by the Council as part of the biennial adjustment process in the FMP to update status determination criteria for all regulated NE multispecies stocks newly classified as being overfished and subject to overfishing; and to revise management measures, including significant revisions to Sector management and allocation measures. Amendment 16 would also implement new requirements for establishing allowable biological catch (ABC), annual catch limits (ACL's), and accountability measures (AM's) for each stock managed by the FMP.

Secretarial Amendment: Implements Haddock protection measures to continue on a permanent basis three measures originally imposed by a temporary emergency rule: A 500-lb possession limit for haddock year-round; a prohibition on scallop dredge vessels from possession or landing haddock from January through June; and an extension of the time period of the closure of Closed Area II to six months (Jan.-J un.), rather than 4 months (Feb.-May) in 1995.
