Adjustments to implement a seasonal skate wing possession limit, increase the skate wing total allowable landings (TAL) trigger from 80% to 85%, allow vessels to land skate carcasses when landing skates for the wing market without double counting against the wing TAL, and increase the incidental skate possession limit from 500 to 1,250 lbs. (last measure disapproved by the Secretary of Commerce).
